• High Level Review of the complex federal-system of all aspects of
the tax regime of Nigeria (domestically funded). ERL provided the team
leader for a multinational group of international experts co-ordinated
by Crown Agents. Detailed analysis of the whole non-oil tax matrix and
administration, including Customs, and development of reasoned
suggestions designed to double the collection ratio to GDP (2002).
Implementation work pending due to the political level streamlining
required as a preliminary step.
• Feasibility Studies for the creation of semi-autonomous Revenue
Authorities in Malawi and Sierra Leone, and implementation work on
change management, administration and budgetary issues for Revenue
Authorities in Malawi, Zambia and Zimbabwe 1996 to 2002: (DFID funded
except domestic funding for Zimbabwe). Again, this work was undertaken
with Crown Agents and overall covered a very wide field.
Implementation delay has occurred only in Sierra Leone, as a result of
its intervening civil war.
